The education bill faced immediate deferral as the assembly debated proposals touching funding and constitutionality. Committee leaders and key figures projected a path toward a $29.2 million appropriation and a state fiscal plan, with figures suggesting a multi-year budget and potential deficit revisions.
Four miners died and fourteen were injured in a Carsinvoll mine blast of the Keppers Coal Company near Kimbell West Virginia. The explosion occurred around 3 a.m. trapping eighteen on the night shift. Twelve were hospitalized in Welch and two escaped with minor burns. Inspectors said the dead had been reached by morning and would be brought to the surface. The Cardswell operation has run under Keppers for over a decade, about seven miles east of Welch and a bit more than a mile from Kimball.
Nashville lawmakers introduced a bill by Rep J D Robinson and col leagues from East Tennessee to require permanent voter registration statewide. The measure would make registration a prerequisite to voting in all elections with a companion bill to repeal code sections and set a general registration every ten years, starting 90 days after the proposed law’s election date.
A worker named Arnold lost four fingers on his left hand after his hand was caught in a shearing machine at Borden Mill during a community day event. Attending physicians confirmed the injury required amputation and reported the accident at the focal industrial plant.
Sparks from a chimney caused slight roof damage at a residence occupied by Cerl Ric Webb near Dale and Oaix Streets. Fire fighters extinguished the small area on the roof and the alarm was logged at 12 32 p.m.
A 1934 Ford crashed into a power pole at East Highland Park circle about 3 am. The driver fled and remains unknown. Police found the car empty at the scene and no hospital admission followed. A Chestnut Ridge resident reported following the wrecked car and investigators traced the vehicle to a recent sale to a man named J C Bart Jr. The crash pulled down a pole and disrupted telephone and electric service.
The federal emergency crop and seed loan section, serving Alabama, Tennessee, Mississippi, Kansas and Louisiana, ended a two day meeting. Spokesmen said about $50,000 farmers would receive loans in 1941 as the program repays 75 percent of its 1940 loans and aims for 90 percent despite poor crop conditions.
Acting Gov granted a full pardon to Al Benson, one of four Harlan county miners convicted of murder and conspiracy in 1931. Jim Reynolds, Chester Poore, and W. B. Jones had their life sentences commuted to 21 years, making them eligible for immediate parole on parole board recommendation. Lee Fleenor, former deputy sheriff, was pardoned and returned to prison in 1938 for violating a 1935 conditional pardon.
Hazard Kentucky—traveling salesman Amce York of Buckhorn Perry County was found fatally wounded on a highway with a bullet to the head and tire marks on his neck. His car was found three miles away. Perry County Attorney Dennis Wooton says hitchhikers likely killed York and robbed him. York’s Willford pistol was missing. Survived by widow Laura, two sons Clinton and Anca Jr., and two daughters Mrs Wooton and Mrs Bill Kelly. Funeral Thursday at Buckhorn.
The 28-year-old son of John D Rockefeller Jr. joined the United States Army today as a volunteer. Reported to report to his draft board with one bag, he planned to report to the first regiment for induction after preliminaries. He joked about beans and long underwear and said his nickname would likely be “Hey, you.”
In Los Angeles two youths aged 15 and 11 exchanged gunfire with officers during a cigar store hold up. Oscar De Cola, 15, from Lawrence Massachusetts, died. The 11 year old Comer Janion and two officers were critically wounded.

Settlement ends a strike threat at Ryan Aeronautical Co. in San Diego. CIO and company agree on a contract details withheld until UAW local ratifies tonight. CIO plans immediate drive to organize Consolidated plant with 15,000 workers and a $350 million backlog of orders.
Jim Frazier and Thomas Moffitt, residents of Kingsport, depart for Fort Oglethorpe Ga for a year of military training under the selective service draft act. They were chosen as replacements for two registrants rejected in the latest quota of 14 from the local draft board. Sullivan County’s third quota is expected around Feb 17, with an official date and total to be announced by the government.
Justice James Clark McReynolds informed President Roosevelt he will retire February 1 after 26 years on the Supreme Court. The 70 year old conservative jurist leaves a vacancy prompting a sixth Roosevelt appointment. Reports say Chief Justice Hughes might retire but officials doubt it. Attorney General Jackson is floated as a possible first replacement.
British and Australian forces led by Australian shock troops and a British regiment plus Free French units smashed into Tobruk's inner defenses. Dispatches say the Libyan desert stronghold may be captured as Churchill hints at invasion plans and conscription. Wavell's army knifed eight miles through Tobruk perimeter. the city, 80 miles inside Libya, reported as rubble from heavy bombardment.

The body of Jake Caithottn, 34, of Mt Carmel vicinity, was found today hanging from a tree near his home in a wooded area. He had left around 9 to 10 a.m. to feed stock. search parties located him about 600 yards from the Calhoun barn. Authorities say he climbed a limb and used a chain around his neck. A WW veteran, he had been brooding over his mother’s death in the past year. He was unmarried. Funeral arrangements will be announced Thursday.
A Milwaukee district court dismissed a drunken driving charge after defense citing state law prohibits drunken driving on public highways. Judge Harvey L. Neetex presided as police reported a robbery incident nearby where two gunmen targeted victims and jewelry was taken along a private railroad-right of way.
President Roosevelt considered creating an Economic Defense Council to coordinate all economic aspects of the defense program and to keep key assets from Axis powers. Officials said the proposed agency would act as a companion to the Knudsen Hillman production board, with duties including control of foreign funds, strategic materials, and export controls, though its use might be limited by danger of overreach.

Seattle Carol Falk sixteen disappeared Saturday from a Tacoma boarding school and was found asleep in a hotel room in Seattle by her father Dr Ralph Falk of Boise Idaho. An anonymous call led to the discovery. Carol was fatigued possibly hungry and had planned to write him after finding work.
