Richmond AP Virginia's proposed two year budget totals 504,995,051 with general fund 156,785,427 and special fund 348,208,624. Recurring general fund items rise 28,974,012, while recurring special fund items grow 128,543,301. The plan trims agency requests by 100,893,828 in general funds and 6,580,287 in special funds. Surplus projected at 20,310,715, offset by revenues and transfers to yield 143,487,395 for the period.
