Memphis leaders demand police use of force reform after three youth shootings in a week. Two teenagers died and one was wounded as police pursued alleged thefts and burglaries. Community leaders critique policy while a special council session is planned.
A Tennessee Municipal League led group urged restoring personal property and merchants ad valorem taxes to the new business tax act. They proposed reducing gross receipts tax rates by 5 to 30 percent to ease local government hardship.

Dennis Ray Anderson and Fred Fay Young Jr surrendered to Texas Rangers at Houston International Airport after fleeing to Puerto Rico. They were charged with beating elderly Kountze antique dealer Mabel McCormick to death, drowning her granddaughter Leslie Bowman in a toilet, and arson plus theft of about 36000 in antiques. Police traced the crime to an E-2 Haul truck linked via Henry Whitt, a Pearland truck-rental operator. All antiques were recovered at Anderson's Pearland home.
Washington UPI says HEW audit found Virginia Blue Cross Blue Shield wasted over $1 million from 1968 to 1970 due to mismanagement and padding. The report cites 215 unnecessary employees, $2,138.50 for golf balls, and expenses for cocktails, tickets, travel, and luxury cars. New management in mid-1970 reduced the budget by $3 million, 22 percent, with no blame assigned to them.
In Portland U S Customs agents arrested three California men and seized 1330 pounds of hashish valued up to six million dollars. The drugs were hidden in a 1971 Volkswagen pickup aboard a Dutch freighter from Bombay to Vancouver and found near the engine.

Washington United States Secretary Maurice H. K. Stans said the government tested a new tuna netting method to reduce porpoise deaths.
