President Hoover will transmit the first report of the law enforcement commission to Congress on Monday after House leaders blocked a joint committee. The White House said regular House committees should handle the recommendations directly to expedite legislation while keeping the report public.
Clinchfield Railroad withdraws petitions to discontinue two of four passenger trains on the route, citing severe winter road conditions. Superintendent L L MeIntyre says petitions can be renewed if conditions improve and that the move is at patrons’ request despite operating at a loss. The withdrawal is without prejudice and the issue may be reconsidered.
President Hoover will transmit the commission reports to Congress on Monday and place executive officials at the disposal of the House committee handling prohibition questions. The White House said the issue is about parliamentary procedure and will follow House leadership on early consideration of proposals.
In Washington on January 10 the top House Republicans opposed creating a joint congressional committee to study prohibition enforcement. Chairman Snell of the Rules Committee said the agency Hoover seeks is unnecessary, claiming the House already has sufficient machinery to handle enforcement questions.
Wintry blasts and grey skies sweep the central Mississippi valley after days of rain flood lowlands in several states, disrupt highways and rail lines, and push tributaries toward flood stages. Memphis reports 9.61 inches of rain in 72 hours and river levels near flood thresholds while traffic is blocked on key routes and detours are enforced.
Severe cold grips large parts of China in the harshest winter in six decades. AP reports 15,000 dead from hunger and exposure in Shansi and surrounding areas. Fengchen and Sahsien report thousands frozen, rivers iced over, many drownings, 167 men and 41 women found dead in Peiping. Freight trains carry corpses to Hankow as soldiers and families converge at rail yards. Shanghai dispatch notes record snowfall and freezing conditions across the country.
A broad cold spell swept the country except the Middle Atlantic and Southeastern states. Subzero conditions, heavy snow in the Rockies, and blizzards driven into the southwest and plains disrupted travel from Texas to the Pacific. Six deaths were linked to the storm, including a Dallas girl burned by a stove fire as she sought warmth.
After three days of snow rain and sleet the Rocky Mountain and southwestern states faced a spreading cold front. Thermometers continued falling and serious livestock losses were reported as the winter storm stretched across thousands of miles.
American delegates bound for England to attend the London naval limitation conference depart aboard the S S George Washington. Secretary of State Henry L. Stimson sends a farewell message to President Hoover as the delegation sets sail.
Cloudy tonight and Saturday with possible rain or snow in Tennessee and much colder conditions. In the east portion temperatures will fall to be slowly rising Saturday in the extreme west. Virginia experiences mostly cloudy and much colder conditions with a chance of light rain this afternoon or tonight and fresh northwest to north winds. Readings taken at 6 pm daily show yesterday high 73, low 42, no rain on either date.

Lobby hearing examines sugar policy with Gladys Moon Jones of the United States Sugar Association. Sackett confirmed as ambassador to Germany. Testimony cites a Hoover aide seeking a sliding scale for sugar duties. Interstate Commerce Committee reviews a new railroad valuation plan.
Rome reports that France rejects Italy's naval parity plan as Paris and Rome diverge on disarmament aims. Italy had proposed a preliminary conference to resolve private disputes before the London five power conference, with Paris insisting on nation by nation limits. Officials fear the split may jeopardize the broader disarmament program.
Severe cold halts Mrs. Hoover from attending a judiciary reception at the White House, altering planned diplomacy and social engagements during the event.
The senate faces a volatile revolt over sugar import duties with four distinct positions. Louisiana Democrat Ransell pushes 2.40c rate, Mississippi Democrat Harrison defends 1.76c, and Republican Smoot backs 2.20c as the Finance Committee endorsed. The outcome remains uncertain as roll call looms.
Checks are prepared to apportion 332687.87 to Tennessee counties to aid bond principal on county highways. By 1927 law the state assumed about 32 million in highway debt, to be paid from the one-cent of the five-cent gas tax. Dr Edwin James Gardiner a boyhood playmate of King Alfonso XII of Spain died yesterday in Evanston at 73. Born in Washington he grew up in Madrid court circles where his father served in diplomacy. He wrote on medical topics and was a fellow of the American College of Surgeons.
