A 1982 graduate must pass a new state test proving mastery of learned material. failure to do so would bar receipt of the diploma. The requirement raises concerns about whether the graduate can demonstrate competency required for graduation.
Tennessee moves to end of high school diploma with standard proficiency tests by 1982. State boards require 11th grade exams in math reading and spelling plus four diagnostic tests earlier. Local officials fear arbitrary pass standards may deny diplomas to handicapped or disadvantaged students.
