Nashville Tennessee December 9 the Tennessee house tabled the administration sponsored income tax bill levying five percent on net earnings over one thousand dollars Governor Horton backed the plan as a budget balance measure and opposed restoring the property tax The tabling vote stood 57 to 30
Nashville reports 54 oppose restoring the property tax with 35 for it and six undecided in the Tennessee House. A. R. Maysilles notes the tally out of 99 voting members as the debate over an administration flat rate income tax bill continues.
New York December report shows Sidney Lenz and Oswald Jacoby leading the Culbertsons by 2075 points after two sessions of an 18 rubbers match. Seven wins for Lenz and Jacoby versus three for Culbertsons, with notable slam by Lenz and strategic bidding discussed by both sides.
Cloudy conditions prevail across Tennessee with a rain chance in the extreme west on Thursday and little temperature change. Virginia sees cloudy skies with rain likely overnight and Thursday morning, as winds shift east and southeast and temperatures rise gradually. In Clarksburg West Virginia Harry F Powers defended himself on the murder trial bench recounting his ties to Mrs Dorothy Pressler Lemke and trips with her from Worcester Massachusetts to Paris Illinois He described a planned vacation and a late night joke as the state rested its case after nearly 25 witnesses testified.
Hampton court enters day two of the Kane case with 23 more Commonwealth witnesses. Fishermen George Rollins and J F Holloway testified about cries and splashing near Grand View lighthouse and on the beach. Some spectators were warned about laughing during the proceedings.
Berlin reports that Dr. Heinrich Bruening warned via radio that Germany faces martial law amid a new emergency decree signed by President Hindenburg. The decree cuts wages and rents, forbids political meetings until January 2 1922, and empowers authorities to seize arms amid escalating clashes with opposition groups.

Secretary Mellon sent it to Congress proposing higher rates on personal and corporate income inheritances tobacco and capital stock sales new levies on autos radios telephones telegraph amusement tickets checks and drafts and realty sales Postal charges rise Exemption from income taxes would drop to include 1 700 000 new individuals in federal levy The plan aims to take effect next month and run through June 1934 to raise 1 310 000 in eighteen months Mellon stresses emergency needs and government’s borrowing capacity He also signals a bill to approve Hoover’s intergovernmental debt moratorium and seeks 100 000 000 for federal land bank subscriptions plus branching banking reforms to ease banking woes

As Vin cent Coll and Frank Giordano face trial, Assistant DA James T. Neary vows execution for the two gangland murderers. Giordano, already sentenced to die, fights transfer from Sing Sing as a habeas corpus order brings him to court amid a protests by prosecutors.
Senator Johnson introduces a resolution in the Senate to investigate the sale of foreign securities in the United States as part of a challenge to Hoover's moratorium. The measure is sent to the audit committee with a report requested for tomorrow while President Hoover plans to seek ratification of a one year moratorium.
Staunton Massachusetts reports Mrs. Eugenie Pina mother of six slain outside her home. Authorities seek husband for questioning. He allegedly shoots himself. In Buffalo New York Dr Charles Cary dies aged 79. In Los Angeles Dolores Del Rio testifies against Edwin Carewe calling him her worst enemy.
Rear Admiral Frank B. Upham, chief of the bureau of navigation, condemns U S reductions in ships in commission and enlisted personnel. He warns such cuts, made after the London treaty, impair national defense and could raise future officer gaps and costs. He urges naval experts accompany the Geneva talks and criticizes Congress for restricting Annapolis admissions.
President Hoover, citing a four billion four hundred forty two million dollar three year deficit, recommends Congress enact temporary tax hikes to balance the budget for the next fiscal year and beyond. He outlines a two year sunset plan tied to 1924 revenue act concepts as a path to relief and long term fiscal stability.
