State education officials in Tennessee mailed December checks funding the state's share of city and county teacher payrolls. The issue followed concerns over Christmas shopping and personal finances as payday neared.

He said magnetic mines caused over half British sea losses and noted neutral shipping attacks should push neutrals toward caution. He reported British merchant ships armed or to be armed and near 2 million tons of warship construction in progress.
Grange Texas December reports Chairman Dies of the Dies Committee says Leon Trotsky and Diego Rivera will testify next month on Communist activities in Latin America. Secretary Stripling says hearings likely start January 3 near the Mexican border. Trotsky and Rivera reportedly provided information supporting far-reaching Communist policy in Mexico.
U S government officials said it would safeguard its international shipping rights despite potential costs and delays. The issue centers on Britain's naval certifying system for exports to neutral European countries, designed to speed convoy passage and aid anti contraband patrols.
Washington dispatch reports a government private utility conference reached an informal agreement to coordinate two Susquehanna river hydroelectric plants with steam plants in Baltimore and Washington to meet extraordinary national demand. In Wise county Virginia sixteen year old Aileen Hammitt and her sister in law Mrs Margaret Hammitt will face charges in Wise county circuit court for the slaying of Lucy Hammitt brother and husband of the two. Lucy Hammitt died from four gunshot wounds at Big Stone Gap. The state seeks to prove an insurance policy and other motives. Commonwealth's Attorney Fred B Greear has indicted Mrs Hammitt for aiding and abetting.
The Kingsport city council will study a proposed general reduction in water rates over the next two weeks to determine if the change can be made without creating a water department deficit. A special committee at the last meeting recommended hiring an expert accountant for about a week to assess fiscal status and advise on the move. The board will review the recommendations at the next regular meeting.

In Nashville on December 6 the Davidson County Democratic Women’s Club condemned applying civil service to only some state departments as absurd, arguing the rest remain under patronage. Soviet forces moved within 35 miles of Finland's northeast border at Kuolajarvi as Finland marked its independence anniversary. The invasion widened beyond the Arctic, threatening to cut Finland in two with about 150 miles to go to the northern frontier.
