UPI reports State Commissioner Robert J. Smith says fast highway building is over. Environmental rules and public input slow projects, with four years possible for a new route. He spoke in Knoxville at a chamber dinner, stressing East Tennessee needs a strong highway system to support state industry.
Belfast reports hundreds of Catholic youths rioted in Belfast and Newry on the one year anniversary of internment without trial for IRA suspects. Molotovs, rocks, and arson targeted army posts as authorities released 47 internees amidst ongoing protests.

The Navy announced that the USS Sanctuary will be the first to admit women as officers and crew members aboard a hospital ship. Adm. Zumwalt said women can serve in any capacity, with berthing and locker space under review, while crews anticipate both challenges and opportunities.
Capt Friedrich Klase said British minesweeper intercepted the Belle Vigor eight miles off the Northern Ireland coast. Seven Royal Marines searched the ship with a gunpoint crew cure, placing passengers and crew in a room while weapons were sought. The vessel carried timber from Finland to Dublin.
Memphis Mayor Wyeth Chandler asked officials to address alleged graft and low morale in the 1100 member police force during an executive session. He cited potential legal obstacles to FBI intervention and urged officers to “get right with the Lord” regardless of wrongdoing.
