Berlin observers report a slide in ostmark value versus the deutsche mark amid stalled four power talks. Black market rates show ostmarks at about 3.9 to 1 deutsche mark, while pay is increasingly in west marks. The western powers demand four power supervision while Russia seeks full control of Berlin currency.
Sir Stafford Cripps, British chancellor of the exchequer, told a National Press Club luncheon that the future of the world depends on the success of the Marshall plan for European recovery. He warned Europe would face communist chaos without U.S. aid and called the plan a historic, vast effort. He noted Britain's dollar shortage but said progress continues and the outlook is encouraging despite high import costs.

The Public Service Commission of Wisconsin will hold a public hearing on Kenosha Motor Coach Company’s request to raise bus fares at the Kenosha county courthouse on Tuesday October 19 at 10 am. Secretary Edward T. Kaveny said the commission will review the company’s books and practices in connection with the fare increase request filed September 16, which includes an emergency fare boost. The company seeks seven tokens for 50 cents and a $1 school pass with no weekly adult pass.

In Long Beach California a monkey called Jocko disrupted a neighborhood. He leaped between homes, turned on taps, toppled objects, and burned a jeep canvas top with matches. Officer Brasher from the municipal animal shelter arrived but the monkey vanished, leaving residents hoping for his safe return.
