A National Review writer argues the Boxer outbreak was a flash in the pan, driven by anti foreign sentiment but rooted in a broader awakening. He notes repeated western influence since 1894, Japan’s triumphs, and 10,000 Chinese youths in Japan stirring reform demands while preparing to shield China with western tools.
President Roosevelt forwards Garfield’s report to Congress charging Standard Oil with secret and illegal freight rates that harmed railroads and the public. He cites profits of about 750000 dollars in 1904 from such practices and vows prosecutions while urging changes to open rate filings and immunity law.
