Toronto July 1 a prolonged transit strike has spotlighted Bred Hubbard who serves as general manager of Toronto Street Railway. He earns about £8,000 a year, the highest salary noted for a Black Canadian. Hubbard, whose Virginia-born parents moved to Canada before the Civil War, entered municipal service and rose to leadership, with his father often elected alderman and acting mayor. Hubbard began as a secretary clerk and climbed to his present post.
