Frederick Palen vice president of the Newport News Shipbuilding testified before a senate investigative committee that William B Shearer influenced the 15 cruiser construction bill by proposing his Geneva parley role. Palen claimed Shearer was paid for observer duties and discussed costs with shipbuilders. He stressed his own aim to track the Geneva trend and protect cruiser programs.
Testimony before a sea inquiry shows Homer L. On, president of Newport Shipbuilding and Dry Dock Corp, said Mclean shipbuilders first hired Shearer in 1926 for direction with a merchant marine campaign. He was taken into custody at Thirty-fifth street and Brooklyn avenue and jailed on charges of sale and possession of liquor. Shindle received ninety days after pleading guilty to liquor possession. Deputy William Schickhardt aided the arrest and Norris’s whereabouts had been tracked through the alleys.
