Bulgaria declares independence from the Ottoman Empire with a dramatic proclamation at Tirnovo in 1887. The prince and cabinet witnessed the historic moment as the manifesto of independence was issued to the nation.
Paris reports France has proposed a mediation to prevent conflict between Turkey and Bulgaria. After talks with powers including Iswolsky and Naoum, a tentative plan for a conference of treaty signatories was sent to Constantinople. The move aims to diplomatically resolve competing interests and secure peace if the Porte consents.
Constantinople reports a lengthy session as the council ministers seek to influence Bulgaria over Turkey independence. The discussion centers on actions deemed essential to support national self rule, amid claims of impossibility to proceed without this stance.

Mrs. William Mueller of Bon Homme County lowered into a cistern to save her child who had fallen in. She kept the child's head above water for about two hours while waiting for help. Her cries went unheard until her other children arrived home from school and men arrived to rescue both.

W. A. Armstrong, a leading sheep owner near Camp Crook, died suddenly from apoplexy while discussing future gains from raising sheep in the Aleutian fies. He had just secured much of his property at Camp and planned a trip.
Ten people are dead and more than a dozen injured after an incendiary fire at 71 Mulberry Street in New York. Three barrels packed with rubbish and oil blocked lower hall exits, trapping residents on upper floors. Fire escapes were hindered by boards as families fled, with several children thrown to safety or carried by firemen.
In Hickman Tennessee on October 5 night riders attacked the home of Dave Walker a Black man. The assailants burned the building and shot family members as they fled. Walker his five year old daughter and a baby died. A son and Mrs Walker with three children were wounded or dying. Walker had been targeted for cursing a white woman and drawing a revolver.
During an official inquiry in San Francisco into the wreck of the Star of Bengal direct charges of cowardice and desertion were leveled at F Farrar and P Hamilton, masters of tugboats Hallie Gage and Kayak, which towed the vessel when it foundered. Captain Nicholas Wagner and Mate Victor Johanson testified before a federal court, with several crew members agreeing the blame lay with the ship's fate and loss of lives.
Detroit clinched the 1907 baseball pennant by defeating Chicago 7 to 0 in a final deciding contest. St Louis had earlier knocked Cleveland from contention, leaving Detroit, Chicago, and Cleveland in the running as the season neared its end. The standings show Detroit at .58. Cleveland .584, Chicago .578, St Louis .546, with Boston .486 and Philadelphia .443.

A blast at Larson Hardware powder houses near Sioux Falls killed two 14 year old youths, Otto Wehling and Charles Weeks, and injured others. The blast shattered windows across Sioux Falls, started fires, and left a crater and scattered debris. Investigators suspect the explosion resulted from two boys using a powder house as a target, with witness reports of three boys seen nearby.
The Mitchell Lumber company sues Central Lumber, challenging a 1907 law against price cutting across towns. Central, with twenty five yards statewide, allegedly reduced prices at Leola to crowd out Mitchell. A manager from Minneapolis reportedly threatened mutual pooling if Mitchell resisted.
