Joliet City Council Tackles Stench and School Payroll Grievances
The Joliet City Council held its regular meeting with the mayor presiding. A petition urged immediate steps to abate the foul sewer stench from Chicago’s canal flow, and a five member committee was appointed to pursue a feasible plan with Chicago. Capt. Phelps protested changes to teacher payrolls certifying figures altered after his attestation, insisting only authorized amounts be certified. The council debated salary adjustments, licenses, and street work, and discussed fire protection plans, water works, and the handling of delinquent tax sale certificates. The session included bills, legal notices, and a pledge to publish the chief engineer’s annual report. the meeting closed with routine business and adjournment.
