The Atlantic Telegraph was completed on July 27 uniting England and America. The Great Eastern led the telegraph fleet with ships Wim Corry Terrie Albany Midway and Beacon. Dispatches crossed the cable as optimism grows for harmony between nations. A separate note says Austria and Prussia treaty news and Italian battles near Gise with ships sunk and Borgo San Donino captured. Prince Napoleon visited Italian headquarters.
Widowed and honorably discharged disabled soldiers wounded or ill are urged to apply before September 1 for admission to the United States Military Asylum. Applications go to Major General Edward W. Hinks, Governor, whose office is temporarily in Boston. Citizens with knowledge of indigent disabled soldiers should report to the Governor to aid in removal and relief efforts.
The President signs the bridge bill for the Mississippi at Quincy and others while commissions reshuffle high generals and admirals. News from Montreal Ottawa and Toronto notes intense excitement over another Mennian movement and a possible large frontier fortification plan.

Greene County Iowa Board in special session approves G. Tolliver survey of state road from Jefferson to Guthrie county line. Officials grant costs to surveyors and appoint Joshua Lock to supervise bridge construction over the Greene River with a 400 dollar appropriation and road repairs.
The Territories Committee finds U S laws violated in Utah and says armed force may be needed to preserve peace but opposes dividing the Territory or a military government. They defer recommendations until December. Witnesses accuse Brigham Young loyalists of hostility to the United States and Gen Connor cites homicide as justified by leaders. A Brigham Young order to massacre 80 Johnston teamsters was found by a revolting subordinate who handed the document to a federal officer.
The House Judiciary Committee reports extensive evidence that Jefferson Davis aided assassination plans against Lincoln Seward and other officials in Washington. Witnesses claim Surratt discussed the matter with Davis but refused to substantiate. The panel says Davis knew of South conduct toward Union troops and recommends swift arraignment and, if convicted, punishment. It then notes Italian generals with brief descriptions of La Marmori Cia rbini Duranda Della Rocca.
