London May 10 A BBC report on Prime Minister Chamberlains Commons address explains Britains aim in a Soviet security pact. He says Britain and France must deployment first and that the Soviet Union would intervene only if Western powers have fulfilled their obligations. He notes Polish and Romanian objections to Soviet troops on their soil in war. He adds Foreign Secretary Halifax may not press Moscow until the Soviet reply is received.
