Court urges France to halt South Pacific tests
The International Court of Justice ordered France to refrain from atmospheric nuclear testing in the South Pacific while a final ruling is awaited. Australia and New Zealand sought the injunction, with hearings set for September and December. France may respond if the court’s jurisdiction is challenged. Tahiti reports indicate six to eight tests planned by year’s end.

Officials pleased with smut ruling
Prosecutors and police officials welcome the Supreme Court decision expanding obscenity definitions. They say communities can ban explicit material that offends local standards and that the ruling clarifies law, though civil libertarians condemn it as a setback for free speech. Local officials from Georgia to Arkansas praise state control, while publishers and civil libertarians caution about broad restrictions.

Panel critiques budget for natural and human resources
Washington AP The House appropriations committee censured the administration for not budgeting adequately to meet pressing needs in natural and human resources. The $2.27 billion bill mostly funds Interior for the new fiscal year starting July 1, with cuts to arts, humanities, Smithsonian, National Park Service, and other entities, yielding a net $4.9 million below the president’s request. Major allocations include $529 million for the Bureau of Indian Affairs and small grants for specific tribes and regional health and recreation projects.
