GAO Defends Army M16 Rifle Contract Awards
The GAO backed the Army's choice of Hydra-Matic Division and Harrington and Richardson for two year M16 rifle production, rejecting bids from Maremont and Cadillac Gage. It said the Army legally ignored price in favor of firms' demonstrated production capability and schedule confidence, with ceiling prices cited for the two winning contracts.
