Refugees report more than 500,000 civilians starving in Bilbao due to breakdown of food distribution. They say food is no longer issued as insurgent forces besiege the Basque capital, swelling its population far beyond its normal size.
On June 17 insurgents near Bilbao moved to encircle the Basque capital and press toward Santander. Thousands advanced atop two western hills while airfields at Bilbao remained usable after shelling. Francoist troops positioned on Dos Caminos and Santo Domingo heights.
