Little Marshall Plan proposed to aid Korea
Foreign Aid Administrator Paul G Hoffman urged a three year Little Marshall Plan for South Korea to block Chinese Communist influence. He argued extending relief to Korea would cost less than relief and help South Korea become self sufficient and unified with the North on favorable terms, as part of United States policy in the Far East. The plan aims to make the South largely independent of the Russian held North and establish a self governing republic eligible for UN membership.
