Extra judges battle in Missouri house over circuits
The Missouri House debated a plan to add five judicial circuits with extra judges in a partisan clash. Rep. Arnold proposed a substitute to include all circuits, with most judges elected in 1974 and a St. Louis County judge appointed. Republicans sought governor appointments for Greene County and other circuits. Deliberations paused to next week amid defeats of amendments. In a separate case, Billy Jo Smith, 23, received a five year sentence for assault with intent to maim after a jury found him guilty of beating Kenneth Lowell with a pistol on March 3. Smith has a prior forged check conviction and was jailed in 1969.
