1100 City workers idle as water strike widens

About 1,100 city employees were idle as 400 water division workers walked off, with garbag e collection halted and street cleaning stopped. Traffic division duties and signals were disrupted, switchboard service failed at City Hall, and Kiel Auditorium events were canceled.
