Washington April 30 The Democratic plan to raise 10 00 000 for political purposes during Roosevelt's second term has bogged down within the national committee. So far no money has been raised nor have any of the 48 state money collectors been named. A trial movement may start within two weeks, with a more modest target for 1940. The plan calls for centralized fundraising with a state director for all levels of party money and a four year quota schedule. The committee reports a deficit cut to about 200 000 after March victory dinners.
