New Railway Bill Proposes Broad Federal Powers
The proposed railroads bill would let the President settle all questions including compensation and allocate 20 million dollars for this purpose. It guarantees a standard return to carriers for six months after federal control ends and creates a 300 million dollar fund for new loans to carriers. It sets up a non compulsory railroad labor board and mechanisms for amicable rate settlements. It requires the ICC to fix rates to yield 74.2 percent return on public property. It requires excess profits to be split between a reserve fund and a general fund to support further loans. It authorizes ICC to regulate railroad securities and increases ICC board size and salaries.
