The printing industry, amid declining prices for commodities, foresees a mixed future with some increases and declines. Paper production lags demand, imports unlikely to rise for years, and country towns may maintain prices above pre war levels. Historical notes recall past struggles of country editors and the uneven fortunes of merchants, bankers, lawyers, and farmers in small towns.
The piece contrasts editors' struggles with printers in cities who formed price associations to raise rates, while small town printers lagged. It argues editors endured long hours and hard work, while larger classes grew barns and modern homes with expensive machinery. War forced some change, but many shopkeepers kept prices high to avoid poverty.
The current Congress faces a $5 billion budget including $7.5 million to enforce prohibition, a plan to develop national parks costing $2,473,504, hundreds of nominations, ongoing investigations, new inquiries, farm relief bills, immigration limits, soldier bonus, tax issues, treaties with Poland Colombia and the French American trench pact, and regulation of packers and the livestock industry.
The president urged Congress to revise income and profit taxes, grant independence to the Philippines, provide a loan for Armenia, cut federal expenses, implement a budget system, regulate corporations, and promote disability rehabilitation. No mention was made of the league.
Curiously, recent observations show fatigue rising in production teams. Workers display feverish haste and dislike delaying tasks. They resist idle moments, insisting on continuing work even when not fully rested or focused.
The 39th Iowa general assembly will tackle many urgent issues. Topics include city participation in state auto tax road funds, legalization of boxing, reform of primary election law, an industrial court to curb labor disputes, state printing reforms, and finance for dairy herd testing. Proposals also seek to keep tax funds local, curb land speculation, regulate high tension wires, and adjust election laws and senatorial district apportionment.
