Iowa to Lose Federal Revenue Sharing Despite Higher Farm Income

Iowa will receive about 1 million dollars less this fall in federal revenue sharing funds. For the 12 month period starting Oct. 1 total is 79,779,641 with allocations: state 26,593,214. counties 28,980,261. cities 24,197,234. State compares to 60,693,236 now, annualized 80,926,779, a 1.4 percent drop. Frank Bowers of the League of Iowa Municipalities cites an anomaly in the formula based on per capita income, tax effort, and population. The 1974 per capita income rose 33.1 percent, but 1974 income largely paid before July 1, 1975, not reflecting tax effort. Also rural residents with city addresses counted as city residents skewing results. Survey of 18 communities found 16 would lose money. Fort Dodge drops from 448,000 annualized to 364,000. Iowa per capita income 4,628 in 1974 up from 3,476. Overall federal pie is 6.8 billion. states dip out first, then counties, then cities. Some cities gain, others lose.
