Iowa proposes a 23.1 million 20 year capitol complex upgrade including a 240 car underground garage at 5 000 per space and six above ground lots for 1 045 cars. There are phases through 1979 with a new agriculture building and Hall of Justice and a 5.3 million general admin building. A separate nursing home reform cuts point system costs with a 10.43 per patient day cap and on site reviews. Federal aid brings total to about 15.6 million.
