Le Mars Iowa voters are notified that a special election will be held on September 27, 1938. The question asks approval of a twenty five year franchise for the LeMars Gas Company to own operate and maintain a gas works and distribution system in Le Mars starting January 1 1940. Ballot instructions specify yes or no marks.
The LeMars gas franchise ordinance grants LeMars Gas Company the right to construct operate and maintain a gas works and distribution system within LeMars Iowa for twenty five years from January 1 1940. It covers street use regulation of mains pipes and appurtenances and waives jurisdiction beyond city limits. It requires city inspections fuel waste rules and free gas and hot water heater to the city within limits. It sets rates and charges and requires reimbursement of city expenses for the franchise election.
