Editorial What happened to court reform

The Iowa public backed judicial selection and tenure reform in 1963 but the 1967 General Assembly offered only minor changes such as reducing judicial districts from 21 to 18. The major plan to replace archaic justice of the peace courts with trained magistrates stalled in the House after Senate approval. A court study commission’s four year review was delayed by at least two years. Also the move to set blood alcohol limit at 0.10 failed in the Senate. Alcohol factors in at least half of fatal crashes.
