Blundering Into War And In War Chicago Tribune

Maj. Gen. Walter C Short testified to Congress that the War Department bore fault for its blundering. On the same day Maj. Gen. Henry F Russell, member of the army board that investigated Pearl Harbor, rendered a harsh verdict on war conduct. He said incompetence or gross stupidity explained the disaster at Oahu.

War Office Blamed as Pearl Harbor Leads to Fallout

Washington faulted for missteps before and after the Pearl Harbor attack. Gen Short testified he asked for 23 million dollars in defense materiel but received only 350 thousand. Kimmel faced shortages with 49 serviceable bombers out of needed 180 as the Pacific fleet remained outgunned. Russell, on the Pearl Harbor board, warned Washington’s lend lease and Atlantic focus impaired Pacific defense, while Roosevelt’s policies supposedly favored Britain. The article notes Washington withheld confidence from Hawaiian commanders, and concludes American resolve prevailed despite strategic bungling.
