Waterway plan aims to finish Chicago Gulf deep waterway in five years

A resolutions committee of the Mississippi Valley association drawn up a program for early completion of the Chicago to Gulf deep waterway. The plan urges immediate national action to continue Mississippi and tributary water improvements with a five year timeline. Speaker Porter proposed a $204 million inland waterway bill to finish already approved projects, arguing current piecemeal funding would waste past spending. Major General Beach warned under current methods completion could delay to the year 3000, while illustrating navigable waters usage by comparing tonnage on the Monongahela to the Panama and Suez Canals. Congressman Newton supported opposing river appropriation opposition as pork barrel. Chicago and downstate delegates, including Dawes and Mann, pressed for diversion of Lake Michigan water to Chicago River to enable the deep waterway without more locks. President Smith urged a dedicated bill and a continuing contract policy to finish trunk line improvements promptly.
