Mayor Shank seeks fifty additional patrolmen to curb crime but city funds and current budgets stall the plan. City controller Hogue cites lack of money to cover current expenses and inspector salaries, with taxes due June 30 offering potential relief if funds are available. A council fight and a bond fund transfer ruling complicate moves to expand the force.
