City payroll bill sits with council after wage talks

An ordinance proposing a general city payroll increase of about 90000 a year is in the council’s hands. Officials debated whether to forward a laborers only measure, but legal opinion says the old salary code cannot be changed that way. No action was taken and John E. King, council president, will revisit the issue. Zone law amended preserves McPherson Ave area as residence district after months of dispute. An ordinance to remove the time limit on silent policing in front of establishments was introduced following a petition from about 100 business people who said the current three hour limit hurts business.
