Hearing on Rate Waking Probes Fixed Charges in Utility Merger
A public service commission hearing on the $70 million Insull utilities merger reveals that rates aim to cover fixed charges and dividends, with amortization and bond costs treated as fixed charges paid from customer revenues. Witnesses indicate potential rate increases if funds to pay common stock dividends are unavailable, though past 6 percent allowances on used and unused property have not required hikes.
