A Havana based secret conference allegedly planned a Spanish American republic in Cuba with Gen Blanco at the head of a dictatorship. Enemies to Spain and insurrectionists would be excluded from a new government while emissaries sought recognition from South American powers.
Western Cuba evacuations started with 1 500 Spanish regulars aboard the Colon at sunset. The ship carried 157 cases of crown records and documents and will call at Puerto Rico to fill passenger lists. Other transports sailed for Cienfuegos and Gibara to move troops and officers. The American commission served notice to Henry Hamill over bronze cannon purchases, with the U S assuming no liability if the sale is reversed.
Gen. Builer of the American military commission met Gen. Parrado, head of the Spanish commission, in a cordial conference on Thursday. No agreement on evacuation timing for Spanish troops. Capt. Page and Capt. Foraker to Cienfuegos Friday to assist Spanish troop evacuation there.
Washington reports rapid progress toward a formal Cuban occupation with a Vanguard of the Army of occupation set to sail November 3. Troops to be landed swiftly until control is established and Havana to be entered at the close of Spanish sovereignty with Maj gen Fitzhugh Lee leading the initial expedition of the Seventh Army Corps.

In Buffalo New York on October 21 three boys William Berner William Lees and Chas J Isworth were struck by the Black Diamond Lehigh Valley passenger train while returning from Cheektowaga strict school. Two were decapitated and the third died from a fatal brain concussion.

Edward Saunderlin and John Reall, farmers of Hopewell township, were jailed after being convicted of violating a state morals law. The swap occurred in a blacksmith shop at Deerfield, with Saunderlin seeking a return trade and both couples later unhappy. Reall and his wife fled. Saunderlin and his wife face charges.
Mrs Hannah Burke of Elyria Ohio sought a traveling clairvoyant who claimed the spirit of her deceased husband directed her to a farm site where $40000 was buried before his death. She and a companion dug at midnight, she fainted, and died ten days later while the clairvoyant vanished.
John Larson living near Louise Texas was arrested on a murder charge for the death of his 18 year old step daughter Esther Bolan. Esther who would have become a mother soon was said to have been choked in her bed. Larson is married and his wife died a few months earlier.
Samuel Cooper began a year in state prison for picking pockets. At the Danbury fair he targeted Mrs. Samuel Wilson who had been robbed nine times in nine years. She wore a sewn pocket with six fish hooks and nabbed him when he tried a grab.
Secretary Long received a telegram from Lieut. commander Drake at Astoria reporting seven crew members killed and the torpedo boat Davis badly damaged by boiler tube explosion. Long ordered the trial board dissolved and warned another trial will be delayed.
New York October 21 reports say bank directors and State banking supervisor Kilburn reviewed the books and found the bank sound. Fernando Baltez, the president, reportedly caused gossip by risky engagements with a northwestern railroad and is said to have resigned. A run began Friday but officials claim the bank is meeting demands and opponents fearfully watch.
John H. Seeley of Schenectady died in Columbus Town Street House after swallowing morphine in whisky and then thrusting a knife into his nostrils before a mirror. Police report notes the act as deliberate and self-inflicted.
In Chicago on October 21 a gasoline line stove exploded causing the death of Mrs. Serena Johnson, 40, and injuring her children Walter Johnson, 4, and Harvey Oie, 5, who were playing nearby. Firemen Capt. Quirk of engine company No. 3 and Lieut. Newman suffered burns and bruises, with three other firemen and a policeman also slightly hurt.
The Populists drafted civil engineer William P. Smith as their congressional nominee for district 7 after a Wednesday convention. Resolutions say unity with silver forces is unlikely due to the gold bugs holding the reins. Petitions have been filed with the county clerk to place county and legislative candidates on the ballot.
George Escoll Sellers filed to adopt Mrs Louisa Stodston Grimmes as his legal child and heir in Chattanooga on October 21. The court granted the request. Sellers, the man whose name inspired Mark Twain’s Col Mulberry Sellers in the Gilded Age, has raised Grimmes since childhood and is about 75 with his daughter 7½ years old.
Robert Sherrod and his wife, recent movers from Washington Indiana, died Thursday in Hopkinsville Kentucky from eating toad stools they believed were mushrooms.
London October 21 May Esterhazy sues the London Observer over a libel claim alleging the paper named him as the author of the Dreyfus Bordeaux affair. The action seeks redress for published assertions linking him to the case.
Nearly 8 000 persons watched as Senator Fairbanks and President McKinley stepped to a platform amid a drizzle. Crowds filled the Washington and Market streets and surged toward the capitol campus where about 4 000 more stood packed in the area.
William Fredericks mistook neighbor and real estate broker Edward Winslow for a burglar on Friday morning in Troy. Winslow was fatally shot and Fredericks nearly crazed by the incident, with burglars reported infesting the vicinity.

Washington observers toiled on a cipher telegram from Gen Otis received Thursday. Officials including Secretary Alger speculated it described a Manila battle but cipher experts failed to decode. By midnight the task was abandoned and Otis was to be cable later. The message proved unimportant and related to a customs officer appointment.

The board of works approved cement walks on Minnesota street and Georgia street projects and a main sewer along the first alley east of New Jersey street. It rescinded plans for brick roadways on Superior street and Ringgold avenue projects. Lights at Garfield Park were cut to six until May 1, with Greenlawn retaining one. A sidewalk plan was approved at Capitol Avenue ditch crossing.
