Former State Senator Charles P. McClelland of Dobbs Ferry testified before the legislative insurance committee. He said he served on the assembly insurance committee in the 1880s and early 1900s, acted as Mutual Life counsel in the nineties, and knew Andrew Fields of the Mutual Life. McClelland acknowledged talks with Fields about insurance and a substantial annual retainer from the Mutual Life for his advisory services, while denying field operatives influenced his legislation. He recalled funds paid to him, including a possible 100 to 1500 dollars, and asserted his retainer covered ongoing counsel.
