Reports from Paris say peace negotiations after Monday joint talks over the Philippines remain amicable but risk a near term storm. A Spanish insider claims the US would assume Philippine debt to a limited amount and pay Spain well below 40 million dollars, a proposal Spain would reject.
Rev Marion Ham testified about the Nunns case at the war investigation in Cincinnati. Dr Conner lashed Chattanooga ministers and residents, alleging crime imports and neglect, sparking a heated clash before Gen Dodge and Gen Sexton. Ham refused to yield to written testimony.

Three Isabella citizens J K Patterson and J H Ramsner and Dr Hugh Wilson allegedly secured agencies with New York Life Mutual Benefit Society and Pennsylvania Mutual to insure Elsie Wadkins for 2400 in each firm. Wilson was shot while trying to escape. Patterson Ramsner arrested.
