The city outlines concrete base and two coat asphalt pavement on Ohio and Mississippi streets using Trinidad asphaltum and heavy residuum with cement mortar. It sets mixing ratios, heating temps, curing periods, curb and bowlder specs, and bonds, with cost sharing between the city and Citizens' Street Railroad Company.
