Washington dispatch reports Maj. Gen. Shafter pressing Gen. Linares to surrender without further fighting. Hundreds of women and children have fled Santiago into American lines for protection and food. Spanish soldiers including officers have defected to Shafter’s side and Clara Barton aids the refugees.
