Criticism of new county ward law by Charities board

In a report to the county commissioners C A Connor and Mrs Anna Lee Elam and Mrs Alice Runnels of the County Board of Charities condemn a late legislature enacted rule. It requires all county supported or partly supported orphans to be declared public wards by the juvenile court before assistance. They warn the Indianapolis orphan asylum cannot aid poor mothers unless wards are declared. They regret the law hampers work steadily done for over twenty five years. The board toured the county jail last April finding cleanliness adequate in housekeeping but beds and bedding in need of cleaning and the building in need of paint. Other funded institutions were reported in good condition.
