Hong Kong dispatch reports English refugees saying American volunteers are mutinous and would refuse to advance on the Philippines without a congressional war declaration. Refugees claim Manila is besieged by insurgents and urge decisive policy or war declaration to break the deadlock.
Washington Jan 14 The War Department received a cable from Maj Gen Otis stating conditions at Manila were improving and that he was well satisfied with the situation The message was not made public but officials describe it as similar to previous reports It contains no reference to any mutiny among U S troops
Washington January 14 Hon Nelson Dingley of Maine leader of the republican side in the house of representatives died Friday night at 10:30 of heart failure due to double pneumonia. He had been ill since December 23 and his death ends a long career noted for parliamentary skill and fiscal leadership.
Judge James J. Lentsey a confidant of Senator Calvin Brice died suddenly in his Netherland hotel room at 1 a.m. Saturday. Services will be held in the House and Senate with a state funeral to Lewiston, Maine, where burial will occur after further services. Nelson Dingley Jr of Lewiston, born 1832 in Durham, Maine, rose from editor of the Lewiston Journal to state legislator and governor.

John Mitchell and wife quarreled over custody of their 2 year old child in Justice Lockman's court. George Mitchell, the husband’s brother, intervened and caused a scuffle in which he hurt Mrs Mitchell with a knee on her chest. He was fined 26 dollars and 60 cents in total. The child was not harmed.
A mad dog spread hydrophobia in Montgomery County near Crawfordsville this week. It bit dogs hogs sheep and cattle before being killed. Health officers will not kill bitten stock unless hydrophobia develops. A telephone message informed the State health board on Saturday.
