Havana reports quote Cuban generals Betancourt and Cardenas preparing to advise Gomez. They warn war if Americans stay. Gomez may stay near Havana and not become a legal consultant. Havana also reports 231 Naniques sought by police and Bresmes linked to the Maine explosion case.

Capt Steele of the 18th Infantry warns that without better soldier accommodations at Manila a deadly epidemic could follow the hot season.
Controller Johnson orders all city departments to use requisitions signed by the proper authority for purchases and to secure bids for items over fifty dollars. The boards of Works Safety Health will issue parallel notices to departments including the city engineer and hospital. Duplicates of paid bills must be kept to prevent double payments and unapproved purchases.
Friday morning the Board of Works sent letters to Senators Fairbanks Turpie and Representative urging action to help Indiana contractors collect 27489.07 owed by the government for improvements on Indianapolis property. The money has been due for more than ten years.
