The Indiana legislature faces a costly decision on a new heating plant for the state house estimated at about 100000 dollars. A central plant supplying heat and light is urged by Sam Shutt, the chief engineer, who argues current setup is inefficient and room temperatures are too cold, especially on the third floor.
