State Department released correspondence outlining Russia’s pledge not to seek Chinese territory but to protect foreigners and suppress Boxers. Troops on the frontier would withdraw once peace holds and allied forces agree on withdrawal dates. The United States agrees with Russia’s China policy and urges an amiable, collective withdrawal with open door maintained.
With assets and pledges totaling 500000 the Sons of Veterans plan a nationally oriented college near two nations college site. Washington Mason City Iowa and Milwaukee bid for the school to honor Civil War era heroes. Kern met Mayor Taggart and State chairman Martin in Chicago to coordinate a Bryan rally in South Bend Saturday night.

John Milligan a colored man of 427 East Ohio Street was arrested Wednesday for assaulting his wife. Judge Daly fined him $25 and costs on Friday. He begged Detective Schwab for a knife or razor saying he would rather die than stay in the workhouse.
Arthur Johnson aged 21 of Massachusetts Avenue was arrested Thursday by Detectives Asch and Griffin. He confessed to stealing a bicycle and bicycle sundries from Van Camp Hardware, where he had worked five years. He was fined ten dollars and sentenced to eighty days in the workhouse. A notice from Centerville says he is wanted there for stealing another bicycle.
