Washington reports deny that Russia Germany and Japan have declared war on China. Bremen notes U S threat to withdraw troops from China alarms the German press. Fears arise that other nations may do so and that German forces, including Count Von Waldersee, may be left isolated in Pekin.
Vice-president Davis questions malaria link to the canal noting no stagnant water while Dr W J Gates of North Indianapolis links two malarial fever cases to canal exposure. The boys Hollingsworth and Lausmie swam in the canal as 40,000,000 gallons flow daily and provide power to factories.

The Board of Works approved opening S Senate Ave from Merrill to McCarty streets through the former Premier steel plant. Central Steel Co may file a final remonstrance within ten days. Councilman Higgins says the move helps the company by unlocking land for sale and enhances the factory site’s value, though damages are uncertain.

Chicago hosts the thirty fourth G A R encampment with 50 000 veterans marching in the parade on Tuesday. Naval veterans and Spanish American War participants join. thousands from nearby states attend. 75 000 outsiders arrived for the weekend bringing large crowds and events at the naval arch and Palmer House reception.
Greenwood and Greenfield interurban railroads win city franchise from Board of Public Works. Cars will enter Indianapolis via Irvington and Meridian streets with a one year dead track allowance and a 33 year term. Home company collects three cents per fare plus transfers, totaling a six cent implied fare for interurban transfers. W G Irwin says the Greenwood line is not fully satisfied but accepts the best possible deal.
Marion county officers openly disregard a fee and salary provision that requires quarterly reports on uncollected fees. Clerks and the sheriff say the reporting is useless and would be an endless task with little gain. Deputy clerks note many uncollected fees exist and that unpaid costs are rarely pursued after 60 days.
Sunday excursionists and passengers filled Union Station as railroads ran special trains for two large encampment gatherings. Railroad men expect the Chicago G A R encampment to be the largest ever with 700 Indiana brigade Uniform Rank K of P men leaving for Detroit under Col. Harry Sheets.
Delegates plan to keep the national Afro American League meeting, starting Tuesday at the state house, free of party politics. Leaders say endorsing Bryan or McKinley would be opposed, and Democrats are unlikely to gain traction amid Republican dominance. The Afro American Press Association formed at Bethel church with E. E. Cooper and others presenting drafts.
Knightstown soldiers and orphans group traveled to Chicago and performed in the state house corridor. Attorney General Taylor spoke in Gov. Mount's absence, lauding the United States flag as first in American hearts and second in nations abroad. He urged loyalty and pride under the stars and stripes.
Mayor Taggart appointed Col. Michael A. Downing as president of the park board to replace resigning Wm. E. English. Downing, ex-president of the Board of Public Works, has long been a political ally of the mayor and is praised for dedication to park affairs.

Indianapolis aquatic club paddlers dominated the event as James Manion sprinted to beat Chief Rolling Thunder in the 100 yard swim. Dessie Salter dies at a nearby clinic. coroner investigates while a mob storms a Wright residence injuring Mike Ryan and others. Firefighters and locals clash as shots echo through the outskirts. Three girls from nearby towns reportedly inside.
John Meyers, an employee of Mrs Wright, was killed with numerous gunshot wounds. Mrs Wright herself was wounded in the shoulder and is dying. A posse and town officials struggled to control a rioting crowd as rumors of lynching swirled and the hospital windows were broken. No arrests have been reported.

Ida Carey of 217 Toledo Street attempted to end her life with laudanum after a falling out with her sweetheart Sunday evening. Dr Wheeler attended and administered an antidote, and it is thought she will recover.
