A cipher dispatch from Minister Conger warns the situation is more critical as China presses legations to abandon Pekin. Washington notes Conger confirms Pekin defenses and harassment, while Shanghai reports renewed attacks and halted food supplies amid fears of fanatical leadership.
London reports the foreign office says ministers at Pekin were safe on August 13. Viceroys Li Hung Chang Liu Kung Yi and Chank Hi Tung petition the throne begging the empress to stay in Pekin and not flee before advancing foreign forces.
London MP W Pritchard Morgan claims Chinese officials are negotiating with foreign commanders for the surrender of ministers and foreigners in Peking to the allies. The unsettled point is whether transfer occurs inside or outside the city walls. Shanghai reports Port Arthur has notified women and children to depart.
Admiral Remey transmits from Taku that Chaffee reported yesterday's opposition as of no consequence yet the heat was terrible with 20 men prostrated. The undated message was sent to inform the secretary of war.
In Windber Pennsylvania on Tuesday a mob of miners dragged two Chinese laundry workers from their bunks and threw them into a tub of starch. They tied ropes around their necks and pulled them through the streets instructing them not to return under threat of tar and feathering.
Board of health to issue a warrant for Charles Walters dairyman at Hillside and the Belt on charges of using formaldehyde in milk. Samples over the summer showed adulteration and Walters denied use. A milk sample from the wagon confirmed formaldehyde presence. Walters’ son Forrest claimed the bottle was discarded last week. Dr Garshwiler confirmed the dairy as the source.

Cincinnati officials report Chief Deitsch has tasked Sup. Quigley to locate Herman Spurvey, last seen with William Shammadam whose body was found in a sewer catch basin at Mount Auburn last week. Authorities suspect Spurvey may be in Indianapolis. He is about 22, five feet eleven, 140 to 150 pounds, dark complexion and hair, small mustache and a gap between his teeth.
G H Turner of 259 North Liberty Street was found by police in a shed at the rear of 147 North New Jersey Street with four flat irons a pair of trousers and a thermometer in a market basket. He has prior theft convictions.
At a session of the new national party of independent anti imperialists John Jay Chapman of New York urged a third ticket against McKinley while criticizing anti-imperists who refuse to nominate one. He argued unity requires either independent candidates or a joint campaign to rally core supporters. Prof. O P Nash of Hobart College also spoke.
A heavy fog blanketed Fierson, Michigan, as the Grand Rapids & Indiana line saw a fatal head on clash between the Northland express and No. 2 passenger train. Six crew and passengers die, several injured, engines and cars demolished, operator accused of sleeping and misinforming dispatchers.
The Board of underwriters announces increases affecting all special hazards by 20 percent. Brick buildings in the district bounded by Ohio South Alabama streets and Capitol will see a 10 percent rise with a 20 percent boost on stocks in brick structures. Rates apply as schedules update, with delays expected for full re ratings. Indianapolis residence rates remain 23 percent cheaper. Base is 40 cents per hundred for a perfect building, rising with condition.
The Indiana league of underwriters at Winona appointed a committee to confer with non union managers to urge opposition to the Indianapolis re rating unless the 1897 general reductions of ten cents on dwellings and fifteen cents on mercantile business are restored. Discussion on a separate inspection bureau in Indianapolis was postponed to September.

Gov Mount commutes parole for 90 days to allow dying patient Mike Beegler of Jackson County to spend his last days at home. Convicted of petit larceny, Beegler entered the reform school May 11, 1898, with prison officials signing the release petition.
