Trustees Work Buying System By New Method

Day by day conditions rise in various parts of the state to justify the public accounting law and to show the need for the department of public accounts in Indiana. The township trustee who ordered 146 worth of penholders for his office was an isolated case, but there are others. Wayne county has been thrown into the light in the last day or two by reason of certain surprising methods adopted by the township trustees in buying supplies. The 15 trustees of Wayne pooled and made out schedules of supplies and asked for bids for supplies for 15 townships as a whole. There is a question whether this can be done legally, but in this one county it is being done. Notices were posted as required by law, and the articles scheduled to be bought were classified with some care in the posted notices. Other notices were sent to supply houses in a form other than that of the posted and classified lists, and the contractors became confused. Some of them called on the department of accounts for help in getting a square seat in Wayne. It is being charged by some of the supply men that the object of the confusion of schedules was to permit inside and favored bidders to have their own way with the contract at the proper time, while other bidders were compelled to venture in the dark and did vaguely on a lump proposition. This is only one of the cases where the department of accounts has been called on to suggest remedies. The Wayne county case and some others will bring about the general adoption of a system of supply purchase under which classification and competition may be assured. The department of public accounts is now at work on a series of printed forms and lists for township use.
