The Ohio River rose to 85 feet eight inches in Cincinnati with 49 5 height later, flooding cellars and threatening depots. Losses reach millions as railroads face costly outlays and homes, farms, and factories flood. 800 homeless in Portsmouth and widespread telegraph disruption reported.
At 8 30 a m Monday the Ohio river stood at 53.6 and rising slowly. All residences in the northern part of Ironton are inundated with people taking shelter in the school building. Storms creek valley property is submerged while Hanging Rock and Coal Grove are underwater and local industries have ceased operations.
Pittsburg and Allegheny suffer major flood damage with rivers receding a foot per hour. District losses estimated at 5 million dollars, railroads lose a million, factories submerged, many stores and homes under water, 50,000 workers idled, two months of heat needed to dry out.

Supt. Quigley has filed charges against patrolman Thomas Rutford of being drunk on duty and the Board of Safety has set the hearing for Tuesday at 2 p m. Rutford has been suspended meanwhile. Rutford was a stock witness for the prosecution in the wholesale police trials in December 1899 brought by the administration to oust 15 policemen who were persona non grata on the Snares they congregated and winked.
The Anchor Silver Plate Company of Muncie faces a federal case over importing Frank Haywood from Ontario as an engraver. The firm argues an engraver is a skilled worker not a laborer, citing precedent that excludes certain skilled roles from the alien labor law.
The site committee of the Indiana Democratic club meets Tuesday night to review an architect report on four possible locations for the new clubhouse. The new guard law requires one drill night weekly per company with 20 cents pay per drill. An attendance incentive raised appropriations from 45,000 to 75,000. Absence triggers a fine of 60 percent of the prior drill pay plus loss of that night's pay. Settlements occur twice yearly.
