Washington reports say Spain rejected the U S ultimatum as Woodford leaves Madrid with passports. Spain's Sagasta and Polo acted on unofficial knowledge of Cuban resolutions, prompting possible immediate war moves. Consuls quit in New York Jacksonville Norfolk as Spain reels from U S actions.
Madrid dispatch reports that the United States ultimatum arrived Wednesday evening but was not received by the government. Gen Woodford, U S minister, requested his passports and departed Madrid on the southern express.
The April 21 Washington dispatch reports the state department revealing Spain broke off diplomatic relations after receiving the U S joint resolution on Cuba. Minister Woodford relayed that he will pursue safe passports and transfer legation duties to Britain before leaving for Paris. The note includes the ultimatum text directing immediate communication of the resolution and demand to Spain.

Detective Thornton heads to Marion to capture John Edwards, known as Shine, accused of taking part in a fight at Archie Greathouse’s saloon on Indiana Ave last Sunday when Wayman White was cut. The nineteenth annual session of the Grand Council Royal Arcanum convened in Knights of Pythias hall with delegates from 140 councils. John C. Warren of Terre Haute chaired the opening. HE. EB. Schroer of this city is the grand secretary.
Washington April 21 Acting chairman Adams told the House foreign affairs committee that the White House has no hurry for a declaration of war. Members inferred the president will wait until his Wednesday ultimatum period ends. One member said we are ready to run one out whenever the president asks for it.

Washington April 21 The War Department completed apportioning Indiana’s share of 80000 volunteers at 2754 men. Indiana’s National Guard, 440 infantry and 3 artillery batteries, would muster at the state fair grounds before being sworn into U S service. With additions at Huntington Tipton Plymouth Winamac and Rockport the guard would reach about 4000 men. Officials expect the entire guard to be called and a further 590000 men urged by state officers to impress foreign powers and speed peace. The governor will first mobilize the guard, then recruit volunteers if needed, as enlistment sheets circulate and patriotic pledges rise.
