Roosevelt urges remedies on immunity and appeals in criminal cases

President Roosevelt sent a message to Congress urging remedial legislation on immunity for persons questioned by the bureau of corporations and the Interstate Commerce Commission. He also advocates a right of appeal to the government in criminal cases where trial on the merits has not yet occurred. The proposals respond to Judge Humphrey's Chicago beet trust ruling, which he says undermines Congress’s will. He defends the Attorney General and Commissioner Garten as acting within the law and duties assigned by Congress.
